Exactly when to click on the hazard perception test

You can see every hazard in the test and still fail it. You watch the cyclist, the bus, the child by the parked cars — and then wait for proof. The test does not score what you noticed; it scores the frame you acted on. So the only question worth answering is which frame that is, and the answer is the same in every clip: the first moment a real driver’s hands or feet would move.

That sentence is a test you can apply frame by frame. Not “is something dangerous here” — the clips are full of things that could go wrong. Not “has something gone wrong” — by then the window is closing. The question is narrower and much more useful: has anything just changed that would make me slow, steer or cover the brake? The instant the answer flips from no to yes, that is the click.

The threshold is action, not attention

The official worked example is built on exactly one change, and it is worth reading closely for what it treats as the turning point.

A car is parked at the side of the road and is not doing anything. It would not cause you to take action, so it’s not a developing hazard. When you get closer, the car’s right-hand indicator starts to flash and it starts to move away. You’d need to slow down, so it’s now a developing hazard.

The change was small — an indicator, and the car beginning to ease away from the kerb. The car was equally capable of pulling out five seconds earlier; what it was not doing was requiring anything of you. That is the whole distinction, and it is why “I could see it was going to happen” earns nothing on its own. Seeing the set-up is anticipation. Clicking is what the software records.

It also means the cue is almost always small, early and specific — an indicator, a wheel turning, a head moving, a light coming on. By the time a clip looks dramatic, the scoring is measuring how late you were.

Read a clip in three beats

Every clip in the library has the same shape.

  1. The set-up. Parked cars, a bus stop, a side road, a bend you cannot see round. Nothing here has changed yet, so nothing here scores. Clicking through the set-up is expensive, because a click placed before the window opens scores nothing on that hazard.
  2. The cue. One observable change: the frame where a hazard begins to require something of you. This is the click.
  3. The consequence. The car is now across your lane, the child is now in the road. Clicking here still registers, but you are scoring the bottom of the range for something you had already seen.

Two facts about the format keep this from turning into a guessing game. The car test runs 14 clips for a maximum of 75 points at up to 5 points a hazard — 15 scored hazards, one clip carrying two of them and the rest carrying one each. Everything else that moves in a clip — the traffic that passes uneventfully, the pedestrian who stays on the pavement — is scenery as far as your score is concerned. You are not trying to react to everything. You are trying to be right about one thing per clip, early.

One caveat on timings, because the internet is full of confident numbers: the window varies from clip to clip. Any second-by-second breakdown, including the illustrative worked example on our hazard perception guide, is there to show the shape of the window — early scores more, late scores less, too late scores nothing — not to give you a stopwatch. Cues are observable. Windows are not.

The cue catalogue

What follows is the recurring scene, the frame that opens it, and the Highway Code rule that makes it an action point rather than a matter of opinion. If a rule tells you to slow down, give way or leave room, then the moment that rule engages is by definition the moment a driver takes action.

Residential streets and parked cars

The Highway Code has already written this list. Rule 152 is, more or less, a table of contents for every residential clip in the library.

Residential streets. You should drive slowly and carefully on streets where there are likely to be pedestrians, cyclists and parked cars.

The rule then lists exactly what to look out for: vehicles emerging from junctions or driveways, vehicles moving off, car doors opening, pedestrians, children running out from between parked cars, and cyclists and motorcyclists. Every one of those is a cue with a visible first frame.

Rule 152 names children running out from between parked cars, and Rule 205 warns that pedestrians, especially children, step unexpectedly into the road.

A parked car’s indicator starts to flashThe indicator itself. DVSA’s example pairs the flashing indicator with the car starting to move away, so the indicator is the earliest visible part of that one change — click on it rather than waiting for the car to be out in the road.
White reverse lights on a car at the kerb or on a drivewayThe lights. They are a decision the driver has already taken; the car actually rolling backwards is the second-best moment, not the first.
A car waiting at the end of a driveway or an unmarked side roadThe moment its nose crosses the line or its front wheels begin to roll — not the moment you first see it waiting. Rule 146 tells you to be prepared for road users emerging where there are junctions, and to expect unmarked junctions in side roads and country lanes.
Wheelie bins, a skip or works narrowing your side of the roadThe oncoming vehicle that is not slowing. Rule 163 tells you to give way to oncoming vehicles before passing an obstruction on your side, so the click is the frame in which it becomes clear you are the one who waits.

Towns, high streets and junctions

A bus standing at a stop ahead of youIts indicator. Rule 223 asks you to give priority to buses, coaches and trams when you can do so safely, especially when they signal to pull away from stops — so the signal is the action point, before the bus moves.
A bus or tram stopped with people around itA shoulder, a foot or a pushchair wheel appearing past the front of the vehicle. Rule 206 tells you to drive carefully and slowly past bus and tram stops because pedestrians may emerge suddenly into the road.
A zebra or parallel crossing with someone standing at the kerbThe moment they turn towards the road or step to the edge. Rule 195 says you should give way to pedestrians waiting to cross, which makes their intent — not their first step onto the stripes — the frame that requires you to slow.
You are turning into a side road and a pedestrian is near its mouthTheir first movement into the road. Rule H2 tells you to give way to pedestrians crossing or waiting to cross a road into which you are turning, and Rule 170 adds that once they have started to cross they have priority.
A cyclist ahead of you, passing parked cars or approaching a side roadTheir head turning. Rule 212 spells the cue out: if the rider looks over their shoulder it could mean that they intend to pull out, turn right or change direction. That glance comes seconds before the bike moves.
A lorry, bus or articulated vehicle ahead of you at a junctionThe moment it starts taking space it does not appear to need — swinging right before a left turn, or straddling. Rule 170 warns that a long vehicle turning at a junction ahead may have to use the whole width of the road to make the turn, and Rule 221 that large vehicles need extra road space to turn.
You are waiting to emerge and a car coming from the right is signalling leftThe frame in which it should have started slowing and has not. Rule 170 tells you not to assume, when waiting at a junction, that a vehicle coming from the right and signalling left will actually turn — the hazard is the signal being wrong.

Country roads and villages

A bend or crest you cannot see roundThe first sliver of whatever is coming — a roof over the hedge, a headlight, a wing mirror. Rule 154 tells you to reduce speed at approaches to bends, which can be sharper than they appear, and Rule 146 names the road being blocked beyond a blind bend as the situation to expect.
A horse and rider aheadAs soon as the horse is in view. Rule 215 tells you to slow down to a maximum of 10 mph when you see a horse on a road, so the requirement to act starts with the sighting — no further development is needed.
A farm entrance, mud on the surface, or a slow vehicle over a crestThe rear of the vehicle appearing, or its indicator. Rule 154 names slow-moving farm vehicles and mud on the road among the things to be prepared for on country roads.
Walkers, a dog walker or a runner on a lane with no footwayThe sighting. Rule 206 tells you to always slow down and be prepared to stop when approaching pedestrians on narrow rural roads without a footway, giving them plenty of room as you pass.
A single-track road with a vehicle coming towards youThe frame it appears in. Rule 155 makes the next passing place your problem to solve — pull into one on your left, or wait opposite one on your right.
Animals loose or being led on the roadThe first animal. Rule 214 tells you to drive slowly, give plenty of room and be ready to stop, and to stop and switch off if a herd blocks the road.

Motorways, dual carriageways and estate roads

Traffic ahead in your laneThe first pair of brake lights, not the third or fourth. Rule 126 requires enough space to pull up safely if the vehicle in front suddenly slows down or stops, so the earliest brake light in the chain is the frame that changes what you do.
A vehicle on a slip road running level with youThe moment its line starts converging with yours. Priority sits with the carriageway under Rule 259, but that does not stop the joining vehicle being the developing hazard.
Cones, a lane closure or a taper aheadThe first vehicle to indicate out of the closing lane, not the sign that announced it.
An articulated lorry at a yard or depot entranceThe nose of the unit, or the trailer beginning to swing. Rule 221 warns that large vehicles may need extra road space to turn or to deal with a hazard you cannot see, and Rule 222 that they block your view.
A van manoeuvring across the road into a bayThe reverse lights. Rule 202 is written for the reversing driver, and the standard it sets — check all around, reverse slowly — is exactly the thing you cannot rely on having happened.
A vehicle drifting within its lane, or toward the centre lineThe first sideways movement relative to the markings, well before it crosses them. Rule 146 tells you to be prepared for unexpected or difficult situations and to adjust your speed as a precaution.

Rain, fog, snow, night and low sun

Clips in poor conditions were added to the car test in November 2018 — fog, rain, snow and ice, wind, and driving at night and in low light such as dawn and dusk. They do not change how the section is scored. What they change is how late the cue arrives, which is precisely why the action point moves earlier.

Rain and sprayBrake lights ahead, earlier than you would treat them as urgent on a dry road. Rule 227 puts wet stopping distances at least double the dry figure, so the same brake light is a bigger event.
FogThe instant a shape resolves out of the grey. Rule 235 requires you to be able to pull up well within the distance you can see clearly, which makes first sight and action point the same frame.
Snow and iceA vehicle ahead whose back steps out, or pedestrians walking in the carriageway because the pavement is not cleared. In icy or snowy weather stopping distances can be as much as ten times greater than on dry roads, so the cue has to be caught further back.
Night and low lightThe glow of headlights beyond a hedge or bend before the vehicle appears, and a rear light or reflective strip at the edge of your beam. Rule 212 asks for extra care and more space when overtaking cyclists, motorcyclists, horse riders and pedestrians at night.
Low winter sunThe dazzle itself. Rule 93 is one line long — slow down, and if necessary stop, if you are dazzled by bright sunlight — so the glare is an action frame in its own right, and whatever is inside it usually is too.

What is not a cue

Clicks placed on the set-up score nothing on the hazard, and a habit of them is what turns a clip into a zero. These are the four that cost the most.

  • A parked car doing nothing. The example above says so outright. Static stays static until a light, a wheel or a door changes.
  • Road furniture. A crossing with nobody at it, a warning sign, a junction with no traffic in it. A sign tells you what kind of hazard is possible here; it is not one.
  • A cyclist riding in the centre of the lane. Rule 213 says cyclists may do this on narrow sections, quiet streets, at junctions and in slower traffic, and that you should allow it. Normal, correct road positioning is not a developing hazard.
  • The first second of the clip. Nothing has changed yet, because nothing has happened yet. A click fired on principle as the clip opens is the purest form of the pattern that scores zero.

One cue, one click

The cue tells you when. It does not tell you how many times, and the two questions have completely different answers: a click that turns out to be wrong costs you nothing, while clicking continuously or in a pattern scores nothing at all. The two fit together neatly. Work the catalogue above until the cue is automatic, and the count stops being a decision you have to make — you will be clicking at things rather than clicking at intervals, and the shape of your responses follows the clip instead of a habit.

Practise on scenes, not on stopwatches

What counts as a "developing hazard"?

DVSA describes it as something that would cause you to take action — for example, changing speed or direction. A car parked safely on the road is a static hazard; the same car when its door starts to open is a developing hazard — that is the moment to click.

How are the hazard perception clips and scoring structured?

You watch 14 video clips: 13 contain one developing hazard each, and one contains two — so 15 scoring opportunities in total. Each developing hazard is worth up to 5 points (75 maximum). Pass mark is 44 out of 75.

Are the hazard perception clips real footage or computer-generated?

DVSA switched from filmed live-action clips to computer-generated imagery (CGI) on 12 January 2015. The clips are still CGI today; DVSA describes the modern set as having "updated vehicles, roads and surroundings" for clearer, more current visuals.

What is the most common hazard perception mistake?

Trying to "game" the scoring window by clicking rapidly or at regular intervals. DVSA’s scoring zeros the entire clip if it detects continuous clicking or a pattern. The reliable approach is one deliberate click as the hazard begins to develop, optionally followed by a single confirmation click moments later.

Can I click too early on a hazard?

Yes. The 5-point scoring window only opens once the hazard genuinely begins to develop — for example, a parked car’s door starting to open or a pedestrian stepping off the kerb. Clicking on a potential hazard before it develops scores nothing for that click, and if you don’t click again inside the window you can miss the points entirely.
